In the current study, persistent efforts to promote immodesty (bihijabi) and undermine the ideal model of the Muslim woman have intensified the urgency of addressing this issue. Neglecting the existing challenges and lack of proactive measures by both the public and the government could lead to moral decline, weaken the institution of the family, and erode the Islamic identity of women. This study employs a descriptive-analytical method and draws upon library resources to answer the central question: What is the responsibility of governance regarding hijab and the "third model of the Muslim woman" from the perspective of Quranic verses and Islamic narrations? The research emphasizes that governmental responsibility transcends individual and social concerns, encompassing broader cultural, legal, and ideological dimensions. Findings reveal that the Islamic government must adopt comprehensive and intelligent cultural policies to create an environment conducive to the growth and flourishing of the "third model of the Muslim woman." The results highlight the critical role of governance in fulfilling cultural, economic, and political responsibilities, asserting that realizing this model requires national cooperation and the collective effort of all governmental institutions. By playing a pivotal role in this domain, governance can safeguard Islamic societal identity and strengthen the foundations of the family.
